Yes they do. I was a user of Celcom, Maxis and currently Digi. To get lower rates, you need to subscribe package for example like family or buddies package as other telcos offered. There is a hidden charge to eligible for lower rates. For Tone Excel sim card, no hidden charge!

Reminder: Data Plan quota when almost finish or 90% used up, they will send a notification to top up or reload, If quota finished, it will automatically deducted from your airtime or credit which is costly same as other telcos. Data Plan or Blackberry Plan is renewed automatically depending on package subscription either weekly or monthly.
